The CIOT (Código Identificador da Operação de Transporte) is the mandatory record of every paid road-freight operation in Brazil, required by the road-transport regulator (ANTT). From 24 May 2026, under Resolution 6.078/2026 (the “CIOT for All” program), the CIOT became mandatory for virtually every paid operation — including own fleets, full-truckload and less-than-truckload — not only for self-employed drivers. Whoever contracts the freight is responsible for issuing it, via a licensed payment institution or the ANTT API. Who must issue a CIOT from 2026?
Virtually every paid road-freight operation: owner-operators, carriers with own fleet (even without a registered owner-operator), carriers with mixed fleets, and full- and less-than-truckload operations. Only unplated vehicles and special cargo are exempt.
Who is responsible for issuing the CIOT?
Whoever contracts the freight. A carrier with own fleet can issue via the ANTT API or a payment institution. For owner-operators, always via a licensed payment institution. The driver does not issue it.
What is the fine for operating without a CIOT?
The industry reference is around R$10,500 per trip run without a CIOT, plus the risk of new documents being blocked. Confirm the current amount with official ANTT sources.
